Critical Ecosystem Partnership Fund (CEPF) atau Dana Kemitraan Ekosistem Kritis adalah program kemitraan global yang dibentuk untuk memberikan hibah kepada organisasi masyarakat sipil (Civil Society Organization/CSO) untuk melindungi ekosistem penting di pusat keragaman hayati.
Burung Indonesia sebagai Tim Pelaksana Regional (Regional Implementation Team/RIT) CEPF di kawasan Wallacea mengundang seluruh organisasi masyarakat sipil yang memiliki kompetensi untuk mengajukan proposal yang menyasar setidaknya salah satu dari empat arahan strategis CEPF berikut:
Arahan Strategis CEPF untuk Area Pendanaan Prioritas (Priority Funding Area/PFA) Seram dan Koridor Laut Buru
I. Arahan Strategis 1: Konservasi Jenis
Prioritas investasi CEPF:
- Kegiatan yang memberikan informasi untuk mempromosikan species outcomes, sertamemungkinkan untuk pemantauan dan peningkatan kebijakan maupun program pemerintah daerah dan nasional serta pemangku kepentingan lainnya.
- Kegiatan yang mengakibatkan perubahan perilaku penangkap, pedagang atau pembeli satwa liar melalui penegakan hukum, pendidikan, pemberian insentif, dan kegiatan alternatif yang tepat.
II. Arahan Strategis 2: Perlindungan Tapak (Site)
Prioritas investasi CEPF:
- Memfasilitasi kerjasama yang efektif antara organisasi masyarakat sipil, masyarakat lokal, masyarakat adat, dan unit pengelola kawasan untuk meningkatkan perencanaan dan pengelolaan kawasan konservasi.
- Mengembangkan dan menerapkan pendekatan pengelolaan yang mengintegrasikan pemanfaatan berkelanjutan, dilakukan oleh pelaku usaha atau pemangku kepentingan lokal dengan melestarikan nilai penting ekosistem di daerah penting bagi keragaman hayati (KBA) di luar kawasan konservasi.
- Mendukung survei, penelitian, dan kampanye penyadartahuan untuk mendorong terbentuknya kawasan konservasi baru atau pengelolaan yang lebih baik untuk KBA yang tidak dilindungi.
- Bekerjasama dengan pemerintah pusat dan daerah untuk instrumen peraturan dan kebijakan yang spesifik, termasuk rencana tata guna lahan dan rencana pembangunan, untuk pengelolaan kawasan yang lebih baik dan membangun konstituensi guna mendukung diseminasi dan pelaksanaannya.
III. Arahan Strategis 3: Pengelolaan Sumberdaya Alam Darat Berbasis Masyarakat
Prioritas investasi CEPF:
- Mendukung lembaga masyarakat untuk melestarikan kearifan lokal dalam pemanfaatan sumberdaya alam serta untuk mengembangkan dan menerapkan aturan tentang pemanfaatan sumberdaya alam.
- Mengembangkan alternatif mata pencaharian bagi masyarakat sehingga tidak bergantung kepada praktek pengelolaan sumberdaya alam yang tidak berkelanjutan, dan meningkatkan pasar bagi produk dan jasa yang dihasilkan secara berkelanjutan.
- Mengusulkan instrumen peraturan dan kebijakan khusus untuk mengatasi hambatan terkait pengelolaan sumberdaya alam berbasis masyarakat yang efektif di tingkat lokal atau nasional.
IV. Arahan Strategis 4: Pengelolaan Sumberdaya Alam Pesisir dan Laut Berbasis Masyarakat
Prioritas investasi CEPF:
- Mendukung proses identifikasi dan pembentukan kawasan konservasi laut daerah yang baru.
- Memperkuat lembaga dan peraturan lokal untuk mendukung pengelolaan dan pemantauan kawasan konservasi laut.
- Mendukung keterlibatan pemerintah daerah untuk meningkatkan pendanaan berkelanjutan dan efektivitas hukum di kawasan konservasi laut daerah.
- Memfasilitasi para pemangku kepentingan yang terlibat dalam insiatif konservasi laut untuk saling berbagi pembelajaran dan pengalaman.
ATURAN DASAR PENGAJUAN PROPOSAL
1. Eligibilitas
- Proposal diajukan oleh organisasi masyarakat sipil yang bekerja di PFA Seram dan Koridor Laut Buru.
- Lembaga yang mengajukan proposal memiliki legalitas dan sistem pengelolaan keuangan yang jelas dan akuntabel.
2. Prinsip Dasar Pengajuan Proposal
- Proyek yang diusulkan mendukung konservasi keragaman hayati di PFA Seram dan Koridor Laut Buru.
- Proyek yang diusulkan berpotensi melibatkan sinergi dengan para pihak dan memiliki peluang keberlanjutan yang tinggi.
- Proyek yang diusulkan memiliki kesesuaian antara nilai proyek dengan capaian dan dampak yang akan dihasilkan (cost effective).
- Proyek yang akan didanai berjangka waktu maksimum 12 bulan.
- Pengusul memiliki rekening bank atas nama lembaga khusus untuk menampung dana hibah.
3. Persyaratan Pengajuan Proposal
a. Menggunakan format proposal yang telah disediakan.
b. Melampirkan Rencana Anggaran Biaya Proyek sesuai dengan format yang telah disediakan.
c. Melampirkan Akte Pendirian Lembaga (wajib) dan bukti terdaftar di Kementerian Hukum dan HAM Republik Indonesia (jika ada).
4. Mekanisme Pengajuan Proposal
- Format proposal dapat dilihat di sini sementara format anggaran dapat dilihat di sini atau diperoleh dari Grace Ellen, Telp. 0811 1171 243.
- Proposal dikirimkan melalui e-mail ke hibah.wallacea@burung.org, atau melalui pos ke: Burung Indonesia, Jl. Dadali No.32 Bogor 16161. Telp. 0251 835 7222.
- Tuliskan pada judul (subject) e-mail: nama lembaga_lokasi lembaga (contoh: Yayasan A_Ambon).
5. Seleksi Proposal
a. Proposal yang diajukan akan didata, diperiksa, dan dinilai oleh Tim Penilai Proposal dari RIT CEPF. Proses seleksi berjalan selama satu bulan sejak penutupan penerimaan proposal. Selama periode tersebut pengusul tidak diperkenankan melakukan komunikasi dalam bentuk apapun dengan RIT mengenai proposal.
b. Proposal yang sudah didata akan diinformasikan secara tertulis kepada lembaga yang mengajukan proposal melalui e-mail atau melalui pos.
c. Proposal yang dinyatakan lolos seleksi akan dilanjutkan ke proses pemberian hibah. Lembaga yang mengajukan proposal akan dihubungi oleh RIT. Jika dinyatakan tidak lolos, seleksi pemberitahuan akan disampaikan secara tertulis kepada lembaga yang mengajukan.
