Saat masih menjabat sebagai Kepala Desa Manurara, Kecamatan Katikutana Selatan, Kabupaten Sumba Tengah, Nusa Tenggara Timur (NTT), kepemimpinan beliau sangat pro pengentasan kemiskinan dan konservasi. Dua hal tersebut sejalan dengan muatan kerja Burung Indonesia di Sumba.
Mendiang Umbu Radjang juga merupakan tokoh kunci dari pihak masyarakat atas terwujudnya Kesepakatan Pelestarian Alam Desa (KPAD) pertama di Sumba satu dekade lalu. Setelah itu, KPAD menjadi komponen yang dikerjakan di semua lokasi kerja Burung Indonesia di Wallacea.
